Elected Officials



Lieutenant Bob Kroll is a native of St. Paul’s East side and joined the MPD in 1989. As an Officer, he worked patrol in the 3rd, 4th and 5th Precincts and undercover on the Vice Squad. As a Sergeant, he was an Investigator in Juvenile and Fraud Forgery; Supervised the Water Works, Booking and Public Housing Units; Supervised uniform patrol in 3rd Precinct and STOP. As a Lieutenant, he supervised 2nd Precinct patrol and the Domestic Assault Unit. For 15 years, Kroll served on the SWAT team.

Since the beginning of his career, Kroll has been an active participant in Federation activities. He was elected to the Federation Board as a Director in 1996 and became Vice President in 2006. He was elected President in 2015. On the Board, he has been on the negotiating team for six contracts, served on numerous committees including the IOD and Personnel Committees and been active in the political process at state and local levels. Kroll has best represented countless officers in the IAD/OPCR process and critical incidents.

Kroll attended Lakewood Community College, where he received an A.A. in Law Enforcement, and St. Mary’s University, where he received a B.S. in Police Science. He served 21 years in the U.S. Army Reserve Military Police, retiring in 2004 at the rank of Sergeant First Class. Lieutenant Kroll serves on the Minnesota 100 Club Board of Directors and is a member of the American Legion and the Northeast Lions Club. He is also a member of the Fraternal Order of Police and the Minnesota Police and Peace Officers Association.


Vice President

Sgt. Sherral Schmidt joined the department in 1996 and has spent over 16 years working 911 patrol on the city’s North Side. She is a member of the Crisis Intervention Team, a Defensive Tactics Instructor, Academy Instructor, and a Fitness Team Member. She was recently promoted to sergeant and is assigned to the Juvenile Trafficking Unit. She holds a BA from Metropolitan State University and a MA in Police Leadership from the University of ST. Thomas.



Officer Cory Fitch was recently elected to the Minneapolis Police Federation Board. He joined the Minneapolis Police Department in 2001, has served in the 1st and 2nd Precincts, and currently serves as a patrol officer in the 4th Precinct, where he has been since 2007.

From 1999 to 2001, he served as a CSO for the Department before becoming a police officer. He is a military veteran, having served as a MP in the US Army National Guard from 1998-2006, including an overseas deployment to Bosnia in 2003. Officer Fitch is also involved in a variety of other associations. He serves as President of the Minneapolis Metro Fraternal Order of Police Lodge #3. He is also a member of the International Police Association, MPPOA, the MN Emerald Society, Law Enforcement Memorial Association, and the MN 100 Club.

Officer Anna Hedberg was newly elected to the Federation’s board in May of 2016. She’s been a Minneapolis Police Officer since 2006. Anna is originally from Lindsey, Nebraska, but currently resides in St. Francis, MN.



Rich Walker Officer Rich Walker was newly elected to the Federation’s board in May of 2016. He joined the Minneapolis Police Department in 2005 and is currently a Shot Spotter Investigator. Prior to being an investigator, he was a 911 patrol officer in the 4th Precinct for 9 years.

Walker is a member of the National Black Police Association and has received 3 Medals of Valor, 1 Medal of Commendation, 2 Department Awards of Merits, 1 Distinguished Service Award and 1 Life Savor Award since he has been on the Minneapolis Police Department. He was also 4th Precinct Officer of the Month in February and May of 2014.

In 2004, Walker obtained an AS Degree in Law Enforcement from Century Community College.
His hobbies outside of work involve motorcycles, football and muscle cars.



Off. William Bjork, a native of St. Paul and a current resident of Afton, MN, joined the Minneapolis Police Department in 1997. Bjork has worked in the 3rd and 4th Precincts, and has also worked as an investigator for the Minnesota Gang Strike Force.

Bjork attended Hamline University in St. Paul, and graduated in 1990 with a Bachelor of Arts in Psychology, and a minor in Business Management. He graduated from Metro State University in 1994 with P.O.S.T. certificate.

Bjork has a wife, Marit, and four children: Mike, Haakon, Thor and Kaia, and in his free time he enjoys hunting and fishing.



Sgt. Todd Savageau



Administrative Assistant

Emily (Ewald) Kokx a native of Monticello, Minn., and a current resident of Brooklyn Park, Minn., joined the Minneapolis Police Federation as an Administrative Assistant in August 2003. In her position, she manages the Federation office as well as the merchandise shop.

Emily graduated from Concordia University in St. Paul in 2008 with a degree in Human Resource Management. She also received an Associate in Arts degree from North Hennepin Community College in 2006.

Emily lives with her husband Jason and their “Furkid” Tucker. She enjoys yoga, running, baking and reading, as well as spending time with friends and family.


Park Police Representative

Officer Adam Swierczek has been recently elected as the Park Police Representative for the Minneapolis Police Federation. He became a park agent for the Minneapolis Park Police in March of 2001, and in October of 2002 he became a Minneapolis Park Police Officer.

Officer Swierczek, a native of Robbinsdale, currently lives in New Hope with his wife Heather and son Maxwell. He spends a significant amount of time working with the Law Enforcement Torch Run (LETR) for Special Olympics. His work for the LETR, whose mission is to raise funds and awareness for Special Olympics, includes acting as a committee member for the organization of the Minneapolis Polar Plunge.
